The stuff smeared on their front legs?
There is/was a fad to smear something (vaseline?) on horses for cross-country under the theory that it help them slip over jumps better. . . Must be a lot of trouble for the grooms and doesn't seem to be as prevalent.
Otherwise: often times horses run with bell boots on as protection for their feet.

I just looked up a couple of the horses online and they don't actually have white markings on their legs, so it has to be something they've put on the front of the horses' legs. Never saw it before. It's white; it's not vaseline.
