IIRC, at age 15 and 6 months after certain classes you can get a learners permit that requires driving with an adult 21 and prohibits driving passengers under 18 who aren't family members, or during certain hours. But after age 16, the test, and a certain number of hours with an adult driver, they can get a full flegded DL w/ no restrictions.
