Theoretically, you can get a non driver's ID. Although I don't think that anyone should have to pay for that.
Everyone that I know who doesn't have a driver's license has gotten a non-driver's ID, but that's mostly because most of my friends are in their mid-twenties and still likely to get carded for alcohol.
They were doing a story about this on NPR last night and some dude who loves this law kept saying, "This country was founded on laws and the obeying of those laws" or something. At which point I yelled, "No. This country was founded on ILLEGAL IMMIGRATION. So shut it yokel."

No. In most states, if you're not a citizen, you need to show your visa, but you don't need to be a citizen.

You do not need to be a citizen to get a driver's license. If I understand the law correctly, you would need a birth certificate, passport, or naturalization papers/green card/etc.
One of our old cars has returned. We sold it (at a low price) to my FIL years ago. Now my FIL has bought a truck (yay, we know someone we can borrow a truck from!) and they are keeping the car at our house until we decide what to do with it. They proposed giving it to us, but we negotiated to half book value (about $500-750). It wouldn't cost much to insure and it's mechanically sound, but we don't really need it.
OTOH, the kids are getting too big for my little Civic hatchback (which would become a commuting-only car) and if it went down, we wouldn't have to buy a replacement. It's a good problem to have, but it's turning into a tough decision.

I hate this law more than anybody and what is becoming a close second? My "brothers and sisters" calling everyone in the state a racist, illiterate pigfucker because sorting things out is just too confusing.
I probably have it coming, karmically, because I was sort of raised to believe that every person in the South knew where those Freedom Riders went and didn't say anything.(We're so inferior...we like knowing there's somebody to hate worse. Sorry, Southerners.)
