With his backstory and when he was created, they wouldn't have had to specify whiteness there. That's kind of the reality of America's fucked up system. (Plus he's totally drawn like Vincent Price, who was totally awesome, but also an upper class rich white guy. So they're are literally doing this whole creepy gross classification by what you view as stereotypical features, and this would make so much more sense were I not on my phone.)
Really, if we were to go back to the characters roots the ideal person to portray him would be Peter Sellers in his Murder by Death yellowface.

That could be interesting. Steve is perceived as "My country right or wrong" but he's an idealist and he saw how corruption can taint good organizations. Tony is a practitioner of realpolitik and has no problem with using whatever tools he can get his mitts on. But he's also seen his tech abused by corruption.
