I think, ideally, you want them to be slightly understaffed. Otherwise no picturesque decay; no cobwebs.
Also, it helps if they're rather daft or possibly some combination of harelipped and hunchbacked.
You'll need a big attic such as Fuschia had.

I set a game in Strawberry Hill once. Very gothic game.

I would personally put Kylie Minogue and Robbie Williams on the list, but I'm not sure if they're as accessible to American audiences.
You have to look for them, but they're available. From an equally Anglo-centric, equally pop angle, I'd add the Sugababes, Girls Aloud, and Will Young.
And the Gossip may not be as seminal as other bands mentioned here, but Beth Ditto gets my vote for Best Blues Shouter out there. If you like Janis Joplin, the Gossip should be on your list.

I just found their latest brand new in the Used bin, but haven't listened to it yet. Gotta say, one of my favorites of theirs is the cover of "Careless Whisper."

I've been hearing their new one, "Heavy Cross," on alternative sources lately. I must say I prefer the song to the video.
