I don't think they're out of character. I expect during his occasional breaks (like the one where he met Lisa), Dean indulged in a little relaxation.
I think it's because although we've seen him drink so heavily we haven't seen him drunk or hungover (unlike Sam)

I guess I just don't see being stoned as something nostalgia-worthy for Dean. But maybe it's because it's something he can't do now.
I just checked the Provenance transcript, and it does have Sam startling Dean awake in the car (while he's wearing shades, IIRC), but no overt reference to a hangover.

ETA: He probably normally drank in less quantities in the Provenance days. I am fairly sure he was meant to be hungover in that scene.

Some of these were a leeeetle tough, but I am suddenly leaning more toward the emotional, painful lines.
His hangover is very different from Sam's though. He just startles awake and reprimands Sam (eta: Sam plays just as startled when he wakes up with the spoon in his mouth). I don't remember what episode it was, but didn't we see Sam puking? He doesn't seem to be impaired or in any pain at all. As hangovers go, it's very much a non-event.
If that's all he gets, then it still flies in the face of the I'm-so-fscked-up-still I see in fic. For some reason, I just don't get that vibe off him.
