Are they? I got the impression they were just doing their business. They're not wearing signs around their necks or anything, or going on Oprah and announcing their arrival, they're just buying what they need to buy and building what they need to build.
What do you think they should be doing instead?

In the latest episode the realtor was very clear about Dick Roman's orders to not draw attention to themselves and the necessity of covering up disappearances to avoid suspicion. And keeping things quiet has been a theme of theirs all season. I don't see them as having anything more than momentary inconvenience to fear from human authorities or even skilled and knowledgeable opponents like the Winchesters, and I am skeptical they had much reason to be stealthy when they were last on earth (before animal life migrated from the oceans). So something's up with all the hiding in plain sight.
But it's not like the demons or angels were running around announcing themselves either....the leviathans are trying to manipulate human tools. It wouldn't make sense for them to announce themselves as a timeless threat older than mankind, and then try and buy property. It wouldn't align with their actions.
It seems like they must get some benefit from being secretive.
Well, if you were trying to build a facility to cure cancer, etc, and didn't want to be bothered by hysteria and all that shit, why would you draw attention to yourself? I don't see the point of announcing themselves.
Well, if they just marched into towns across the country and started eating people in broad daylight, there would be widespread panic, and maybe people fighting back, right? That's not a smart plan, especially when humans still have to outnumber them in the hundreds of thousands.
It makes me wonder what their limitations are - plus if everyone learned the borax trick. . . hmmmm, why aren't they trying to corner the market on borax?
Especially if they're not there to eat people. They only seem to be eating them in order to get stuff, not as food or fun. And if Joyce's style of frivolous eating is frowned upon--I'm guessing that you're only really supposed to do it if you're replacing them.
