I don't think salting and burning would have helped. Anna's plan was much more drastic than that.

I think even Anna's attempt was doomed to failure. The only feasible obstacle I can think of to prevent Lucifer from raising Sam from the dead as needed would be if Sam's soul were safely beyond his reach in Heaven. With Michael working toward the big showdown too, that option evaporated.

As for Walt and Roy, I doubt they knew about such things like Lucifer/God/whomever bringing the boys back until they said Yes. They wouldn't know about or being able to implement scattering of atoms. I doubt they even knew about the whole "vessel for Lucifer" thing. Just that Sam had started the Apocalypse, and he had to pay. So, as joe schmoe huntersn who know about ghosts, I was just thinking they'd want to prevent that with the men they just murdered. Everything else I think is way beyond Roy and Walt's ken.
