I think everyone is supposed to write too. So if you drop out of writing, you don't officially receive a story.

If a writer doesn't complete a fic for the exchange, a lot of comms are taking to dropping their name as a fic recipient.

As for Dean getting deported back to the physical world, was the knife he was waving around Ruby's? That might make a big difference from just a sting-y cold iron weapon, assuming its effects work on supernatural creatures other than demons.
