Possibly Anna was the first to recreate the earthly vessel which had been destroyed by heaven's hierarchy. Finding herself outside the customs and protections of angel-hood, she may have defied some written or unwritten law in reforming a vessel with which she was familiar and of which she was fond. Or she may have done it out of rebellion, and not wanting to likely ruin another human by wearing her (or him).
I can't think of a good reason to reconstitute Jimmy's body for Castiel, other than actor continuity. And I am still surprisingly resentful that Jimmy's body has been recreated for Castiel's use, and Jimmy and his family were collateral damage. It's like the writers made him just for Dean, and it makes my skin crawl.
But I do believe the whole "angel condom" aspect of angels in the SPN verse is the main reason angel/human fic gives me hives. I could see it between Anna and Dean that one time, possibly because she was new at angelhood and still very human in her interactions. A return engagement post-reconstitution, with her fully aware of her angelhood would be as creepy for me.
