Yes, because, in general, if you've worked at all during the year, they don't withhold enough overall because when you're on unemployment you are in the lowest tax bracket.

I never had my taxes taken out of my unemployement because I always considered it an arts grant and took the full amount and usually six months off. So my income went down and I didn't owe anything.

If you're planning on finding a job, though, and getting back to work before you exhaust your benefits then you should have the taxes taken out.
