Don't forget, we can only say "I can help a little" or "I can help a lot" or "I can't help at all" with the check. You can't say "Oh I have R5 and can kick ass on this check". Sorry. Secrecy and paranoia are parts 1 & 2 of this game.
We've said before when we have an IC we can play.That has 3 different values. It's a bit different than saying "I have the Y5", which is very specific.
Okay, so could they say if they have a IC or a Maximum Firepower for later use?

Per the Rules:
Players are prohibited from revealing the exact strength of cards in their hands.
Per the FAQ:
If a player is hoping that another player has a specific Skill Card ability, he may ask other players. For example, if a player is thinking of using the “FTL Control” location during his Action step, he may ask if any players have a “Strategic Planning” Skill Card.
This information should not be abused (for example, a player should not just list off all card abilities in his hand).
In short, you can go looking for abilities where it's relevant, but if you're not actually interested in the ability and want to use it as a proxy for card strength, that's not permitted. The only things players can say about their card strength is whether the cards they actually play (or plan to play) into a check are high or low. (Or if they're playing multiple cards, medium.)
