We will wait for all players with Blue cards to pass or play on a Scientific Research interrupt; then we will start the check with Chief Tyrol. Apollo will finish the check.

No, your reroll only works on your own turn. Even if someone else were to XO you on their turn, you couldn't use your reroll then. (Conversely, you could XO someone on your turn and use your reroll on their action.)
