Here are the choices for Round 9:

omnis: Phase II - Develop
Connie Neil: Phase I (+1/+1) - Explore (draw +1 card, keep +1 card)
Ryan: Phase V - Produce
Laga: Phase III - Settle

Four different phases this round! First up is Explore.

Connie chose this phase. She gets +1/+1 from her Action Card, and +2/+1 from Galactic Renaissance; she draws 5 cards and keeps 3.

omnis gets a bonus draw from Expedition Force. He draws 3 cards and keeps 1.

Ryan and Laga both draw 2 cards and keep 1.

Cards are going out now. Everyone, let me know what you keep. This round we'll have both Phase II (Develop) and Phase III (Settle), so you can also send me COs for those rounds (or if you've already put in COs, whether your Explore draw changes them).

There's something I need to clarify with one player, but it won't hold things up. Let's go to Phase II (Develop).

omnis plays Genetics Lab for 1 discard (-1 cost for choosing this phase). This gives +1 card when trading a Green good, and allows him to produce on a Green windfall world in Phase V. (He currently has no Green worlds.)

Laga plays Mining Robots at no cost (thanks to -2 cost from Galactic Federation). This gives her -1 cost on playing non-military Brown worlds, and lets her produce on a Brown windfall world in Phase V.

Connie and Ryan both pass on Phase II.

omnis plays Pre-Sentient Race for 2 discards. That's the Green windfall world to go with Genetics Lab. He then draws 1 card from Terraforming Guild.

Connie plays Empath World for 1 discard. This is also a Green windfall world. It gives -1 military strength; with Refugee World, Connie's strength is now -2.

Ryan plays Destroyed World. This is a Brown windfall world. He gets -1 cost from Alpha Centauri, which makes it zero cost.

Laga plays Volcanic World for 1 discard. This is a Brown production world. She gets -1 cost from Mining Robots. She then draws 1 card for choosing this phase.

omnis produces 1 Blue good. Terraforming Guild lets him produce on a windfall world, so he also produces 1 Brown good on Smuggling Lair.

Connie produces 1 Blue good.

Ryan produces 3 Brown goods. He produces more Brown goods than anyone else, so he draws 2 cards from Mining Conglomerate. He also draws 1 card for producing on Comet Zone.

Laga produces 1 Brown good and 1 Yellow good. She discards 1 card to produce on Damaged Alien Factory.

Just before we do the end-of-round summary, a goals update. For Laga now has one production or windfall world in each colour, and claims the System Diversity goal for 3 points! In addition, with her play of Mining Robots, she equalises Connie's development count at 4. She therefore claims 3 points from the "Most Developments" goal. Connie got there first, so she still gets the full 5 points. If one of them pulls ahead of the other, they will claim this goal outright.

omnis trades his Green good. He gets a bonus card from Genetics Lab, and one from Old Earth, for 6 cards total. He consumes his other 2 goods on Old Earth for 2 VPs.

Connie trades her Green good for 5 cards, getting +1 good from Export Duties. She consumes the good from Artist Colony for 1 VP. There's no Consume power remaining to consume the good on Galactic Bazaar.

Alone among the players, Ryan chose double points instead of trading. He consumes two goods on Mining League for 3 VPs, one good on Mining Conglomerate for 1 VP and 1 good on New Earth for 1 VP and 1 card. His total is 5 VPs and 1 card; then, the points are doubled, so he gets 10 VPs.
