I have the discards from Phase I. On to Phase II (Develop), where everyone except Connie passes. Good time to choose it.

Connie plays Galactic Renaissance for 4 discards. She gets -1 cost from Investment Credits and from choosing this phase. Galactic Renaissance is a 6-cost development that lets her draw 2 more cards and keep 1 more when exploring. At game end it's worth a third of her VPs in chips (rounded down) plus 3 VPs for selected cards, including Artist Colony, which is already in her layout. Its current value is 3 VPs. Connie then draws 1 card from Public Works.

I have everyone's Action cards, maybe a little unexpected:

omnis: Phase I (+1/+1) - Explore (draw +1 card, keep +1 card)
Connie Neil: Phase I (+1/+1) - Explore (draw +1 card, keep +1 card)

Laga: Phase II - Develop

No one chose Phase IV, so all those goods will just sit there for a round. Anyway, we start with Phase I (Explore).

omnis chose this phase and gets a bonus draw from Expedition Force. He draws 4 cards and keeps 2.

Connie also chose this phase, and Galactic Renaissance gives her bonuses on both sides. She draws 5 cards and keeps 3.

Ryan and Laga both draw 2 cards and keep 1.

I have the discards. Now for Phase II (Develop).

omnis passes.

Connie plays Export Duties. This card gives her 1 card when trading. It costs her nothing thanks to -1 cost from Investment Credits. She then draws 1 card from Public Works.

Ryan plays Mining Conglomerate for 2 discards. This card lets him draw 1 extra card when trading a Brown good, and consume up to 2 Brown goods for 1 VP each. He also draws 2 cards in Phase V if she produces the most Brown. Finally, it adds 2 VPs to the value of Mining League.

Laga plays Galactic Federation for 5 discards. This is a 6-cost development, which gives her -2 cost on future developments. At game end, it's worth 2 VPs per 6-cost development plus 1 VP per other development.

That concludes Round 7, but not before a little goalkeeping. Connie's play of Export Duties gives her 4 developments. She claims the "Most Developments" goal for 5 VPs. (She could lose it if anyone passes her.) It also gives her a Trade power, which with her other cards means she has at least one power in every phase. That satisfies the condition for the Innovation Leader goal, which gives her another 3 VPs.

Ryan consumes 2 Brown goods on Mining League for 3 VPs, and the last good on New Earth for 1 VP and 1 card. He chose this phse, and opted for double points; so he gets 8 VPs and 1 card.

Laga chose to Trade. She trades 1 Yellow good for 5 cards, and consumes the other good on Rebel Colony for 1 VP.
