The significance of Sickbay is primarily that if you're still there at the start of your turn, you only get to draw 1 Skill Card. You may move to any other location (except the Brig) freely.

You can indeed. Your choice is either the 15 PRB Skill Check, or the die roll. Rolling the die risks only fuel.

I can help some with the check, as I haven't been playing any purple cards, but can only help a teeny bit. I am okay with the "OR" but I will point out the trade-off is that we are spooling up to jump, which will cost us some fuel as well.
