Heh, I knew you'd go right to CYLON TRICK. I fully admit it looks sketchy, but there's nothing I can do about it. Like you said, we tend to be pretty stingy with our OPGs as it is, so it would be a great relief to avoid this early attack.
Your OPG is an Action, so you could use it on an XO, but Cottle's not going to XO you. Starbuck's OPG would be much more effective in relieving the current threat; we might need yours later.

Ok, this is embarrassing. Kalshane is quite right. Starbuck gets a bonus action from launching, which she used to move to Sector 1; but she also gets a second action from the XO, as she didn't take a move, she activated the Hangar Deck where she was already standing. Starbuck therefore has one action remaining. We've announced this crisis card, but I propose that we allow Starbuck to take an action before I send it out to everyone. Does anyone object?

You can indeed use your OPG on someone else's turn, though you'd need to have received an XO or have them play State of Emergency or such like, to allow you to take an action.

The Crisis has been announced, but it hasn't been sent out, so Starbuck can't take new ship placement into account anyway, so I think it's fine.
