Ooh! An interesting loophole.

Note that this means that it's possible to use a location without encountering an NPC therein. This can come in handy in situations where you're particularly concerned about an NPC's negative outcome. (For instance, some of them can send you to Sickbay or the Brig, in which case you wouldn't get to activate the location after all.)
