Sorry to disappoint you there, Kat. Tory chooses the option that doesn't lose the game immediately. Population falls by 1; but Morale rises by 1, as the people realise the Admiral blew up a building just by punching it! (Apparently this matters more than that the building was fully occupied at the time.)
