Sorry to disappoint you there, Kat. Tory chooses the option that doesn't lose the game immediately. Population falls by 1; but Morale rises by 1, as the people realise the Admiral blew up a building just by punching it! (Apparently this matters more than that the building was fully occupied at the time.)

Finally, another ship leaves New Caprica. Adama places it in Sector 6, along with the first one. That concludes Adama's turn. Tory's cards are going out. President Foster, when you're ready, please post your move and action.
