If you get a crisis card with an OF activation, all Occ forces move together. If a Cylon activates the O.A., only one Occ force moves. (Then they place a new one too, but there aren't any new ones left. They're all on the board now.)

lose the game immediately. Population falls by 1; but Morale rises by 1, as the people realise the Admiral blew up a building just by punching it! (Apparently this matters more than that the building was fully occupied at the time.)
