So I think the options are to move the Vipers in Sector 5 in Sector 4 to cover the civvies, move the Viper in Sector 4 to Sector 2 to keep Scar busy (the first option is probably better because Scar will get to Sector 4 in one activation anyway, and three Vipers will keep him busier than one standing in his way), or XO Dee to get rid of that Centurion. Or I can see if the Quorum will let me authorize brutal force.
