I'm thinking about launching a scout. Is it worth it to risk it without an SP? I kinda want to hang on to mine in case of a crisis.

If YOU have the cards to burn to work the Engine Room, go ahead. Otherwise, Research Lab, I suppose? Or Press Room? Get some cards, as Chief will surely give us a skill check.
