are they sepcifically looking for foreign-service themed games? If not, Set is easy to learn and can be played by people who don't have a language in common.

Any other top picks? I was wondering about Robo Rally or Ra.
Definitely RoboRally. I love Diplomacy too, though there are people who would rather be tear-gassed than play it. I also like Bohnanza as a fun, light game. Beyond that, depends on what they're looking for. Do they want deep or light games? Do they lean Euro, Ameritrash or wargames? And so on.

And I'm one of them. But I know a lot of fans of the game from my college days when we played Risk constantly.
Bohnanza is a great game for gamers and non-gamers alike. It's pretty easy to learn and social. Another advantage is it allows for up to 7 players.
just delivered yesterday: Ticket to Ride and Tigris and Euphrates. (And Chutes and Ladders.)
They have the old standards like Monopoly and Risk, but want ones that appeal to Foreign Service types.
History of the World. It's like Risk, but a lot less predictable.
There is no "they," as the office serves about 1000 people. Many of them will have played Diplomacy, but I will include it on the list (even though I'm in the tear gas corner). I don't know Bohnanza...that looks good.

It is good! It's my go-to game for new groups, replacing Acquire, which most people like, but is more of a traditional board game.
I'm playing D&D tonight! I haven't played in years! Yay! I believe I shall be a thief. Or a rogue. Or whatever the new system will let do for a ne'er-do-well with a heart of gold-plate and a fine sense of self-preservation and an appreciation of other people's fine things.

Striker role there's nothing to it
Rogue
Loot is where you find it

We didn't do anything about Strikers or anything like that. Just a good ol' "look an ambush, kill 'em!" encounter. It was nice.
