I'm not sure if you can activate one raider four times. I think you can activate two raiders twice.
He can't activate any raiders. He only has command over Colonial ships. He can, however, gain up to four viper activations with this XO. Command grants multiple activations, which may be used all on different vipers, all on the same viper, or anything in between.

Then that is what I do.
I activate Command and move the Viper in Sector 3, to Sector 5, and then have it attack a raider. If I destroy the first raider then I will attack a second one, if I do not destroy the first one then I will attack it again.

Apparently his strategy of "going for the one in the middle" works best when there's an odd number of raiders.

Because it's very important that you destroy THAT Raider! It is clearly more powerful than the other two!
