I'm not sure if you can activate one raider four times. I think you can activate two raiders twice.
He can't activate any raiders. He only has command over Colonial ships. He can, however, gain up to four viper activations with this XO. Command grants multiple activations, which may be used all on different vipers, all on the same viper, or anything in between.

Okay, just so I'm clear, I have four viper activations, so I can have a single viper move two spaces and then shoot twice, is that correct? (Can you tell I've not played a pilot much?)
