Does anyone know if I want to make my 401K plan contributions on a pre-tax basis or a Roth basis?

Go Roth. Choose Roth. If you take money out of a Roth before retirement, you're only penalized on the interest. The argument behind pre-tax is that you'll be in a lower tax bracket when you start withdrawing money, but that's often not the case.

I over-tipped out of annoyance. Who does that?

Dude. "Can I get change" means "can I get the change broken down into smaller units". Not "can I get back the difference between this and the total on the bill". That part comes by default unless otherwise stated!
