Yes, Beta is sending the hallucinations.
I'm not sure why Beta picks some people and not others because you'd think nearly everyone would have a bad incident or set of interactions that could torment them for life.

no. that's the frustration I currently have. We know this is an alien being, we do not know what shape it takes. It has been manipulating the space program for years.
Those who know about it do not quite know what it wants, I am not altogether sure why they comply.

I don't think we've actually been shown anything outright stating that Beta is an alien being, though of course that's the natural assumption what with a space-themed show. It could theoretically be a non-human sentient that originated on earth, right?

True. And I guess the name Beta is something you give to something you've created. But even weirder to give up so much control to a creation of yours, unless you created it with a very special purpose.
I do like that the doctor copped to hallucinations almost straight off the bat--I was kinda wishing it would make the rest own up. At least Paula's so terrible at guile that he's worked her out.
