On Torchwood ep 4, what was Jack thinking about retconning a man with a bullet wound? How do you explain that?

A topic for the discussion of Doctor Who, Arrow, and The Flash. Beware possible invasions of iZombie, Sleepy Hollow, or pretty much any other "genre" (read: sci fi, superhero, or fantasy) show that captures our fancy. Expect adult content and discussion of the Big Gay Sex.
Marvel superheroes are discussed over at the MCU thread.
Whitefont all unaired in the U.S. ep discussion, identifying it as such, and including the show and ep title in blackfont.
Blackfont is allowed after the show has aired on the east coast.
This is NOT a general TV discussion thread.
I think retconning must be a more extensive process than we've been shown. They have to have the capacity to replace memories, as well as erase them. When Owen was kicked out of Torchwood, they were going to retcon all of his memories of working for Torchwood, and they obviously would have had to replace them with some kind of cover story.
I just read a story the other day where Ianto spent his time in Torchwood One working for the department in charge of devising the memories they implanted in people who were retconned.
Yeah, it would have to be more complex. At the very least the person in question would have to know what happened yesterday.

Is Torchwood ep 4 the one that ran on BBCA this past Saturday. I keep getting confused about which white font I can read.
Last Saturday on BBCA was episode 3 -- the BBCA schedule is only about a week and a half behind the UK, so the whitefont-mingling is more promiscuous than I've ever seen it.
But people have already seen ep 4?
Sorry -- I didn't quite manage to complete my thoughts. A bunch of us are getting the UK airing from the internets (or just from being over thataway), but since they're only a week off from each other, the discussion is all confused (unlike past Who/TW seasons where one has aired 6 months earlier or so, and there are two clearly distinct periods of conversation).
That said, I know I've been squeeing all over screen without making it clear which ep I was whitefonting about -- it's marginally better than not whitefonting, but I should be more careful about that.
I usually put in episode numbers for the whitefont, but the rule is that I'll whitefont ep 4 until this weekend.
Maybe the pre-viewers could take it to the spoiler thread? It's very confusing to have 5 or 6 people whitefonting everywhere.
