I think the Lee scene will be explained in the latter 2 parts. They are setting something up.
I felt similarly with the Anders scene. A lot of these things have to be better in context. Unless of course the writers were going for something like: "see how Lee deals with a challenging situation before genocide, now look."
I probably shouldn't ask, but what was the point, within the context of this ep, of the scene with Lee and the pidgeon? Is it yet another instance of "we have NO IDEA what to do with Lee but he is contractually obligated to have a certain amount of screentime"?

Oh, that's an interesting thought. Because all of those scenes, while interesting to a degree didn't really fit in.

I don't think he killed Laura's family because the driver was in stable condition at the hospital. I think she would have remembered that upon meeting him.
