Tim's guess is that not-dead-just-tiny Ray Palmer is behind Felicity's phone shenanigans. Which would make some sense, since the 2 shows seem to be setting up all the characters for Legends of Tomorrow.

It's a testament to how much I love this show AND Wentworth Miller that Captain Cold used his cold gun to FREEZE LIGHT and I just shrugged it off.
You forgot about the part where Cisco used a satellite to track the cold gun's "ultraviolet cold signature." That's the writers giving science the middle finger.
