And Barry's dad deciding to immediately leave town after getting out of prison felt more like an actor/budget thing than any remotely logical story beat.

Especially given that, unless he's moving to a different continent, Barry can run over to visit almost as easily as if he'd stayed in the city.

I have head cannon that Barry used to regularly drop by Felicity's place and they'd eat pizza and commiserate on their odd lives.
