Yeah, I was waiting for the dramatic reveal of who she was sent to kill and then suddenly: meaningless death.
If it wasn't Merlyn (and I have no idea why he'd want Sara dead) it appears there's another rogue LoA member on the loose.
Apparently Ra's needs to work on his benefits package.
I thought about it more, and it might be Ra's himself (Mr. Al Ghul?). Because Sara still thinks Merlyn is dead (at least, nothing we were ever shown indicated that she knew he came back). And the way she reacted to the person who arrowed her wasn't shock at someone being back from the dead -- it was just "What are you doing here?", which would work if it were Ra's.
To be clear, I was drawing a connection between "Are you ready for your treatment?" and "Are you ready to comply?" Not Fitz's dissent into wherever he's going.
But why would Ra's bother sending Sara to Starling City if he wanted her eliminated? I'm sure he has a process for getting rid of assassins that displease him that doesn't require him to make a trip halfway around the world.

I'll join you in the bitter corner. I feel like it wasn't just a plot device for Oliver but another way to force fans to care about Laurel and I just don't.

The hills are alive with the sound of Tumblr Arrow fans yelling "FUCK YOU" at the Executive Producers.
On the plot move point, I see why they did it. To motivate Laurel to become Black Canary (UGH WHYYYY), to shake up the Team Arrow dynamics that have become complacent, and most importantly, to bring forth Nyssa, The League of Assassisn, and ultimately, Ra's al Ghul. It makes sense. But the WAY they did it -- it was such a passive, ignoble death. Sara deserved better than that.
