I just watched the preview for [Eleventh Hour] (CBS didn't include a full pilot in their press kit), and yeah, mess is a pretty good word for what I saw. I'm almost tempted to watch it just to answer the question "WTF???" Almost.
I loved it when Hood was played by Patrick Stewart. Of course, I would watch Patrick Stewart read the dictionary. Also, that description of the first ep is spoilery like whoa. I think that's why it's such a mess. It tells just about the entire story in a paragraph, instead of being a description of the series.
Based on what I saw, the Futon Critic description pretty accurately reflects the tone of the series.

oh, dear. Well, I'll give it a watch anyway. Of course it will annoy me if the show is just remakes of the british eps. Which I HATED about the American Coupling.

I don't see either Jack as iconic though--do you?
The Jack on Season 1 of Doctor Who verges on it, at least in his introductory 2-parter and the finale. But on Torchwood I mainly view him as an overly loud prop for Ianto to make out with.
