Based on what I saw, the Futon Critic description pretty accurately reflects the tone of the series.

oh, dear. Well, I'll give it a watch anyway. Of course it will annoy me if the show is just remakes of the british eps. Which I HATED about the American Coupling.

The Jack on Season 1 of Doctor Who verges on it, at least in his introductory 2-parter and the finale. But on Torchwood I mainly view him as an overly loud prop for Ianto to make out with.

I couldn't find said character in the trailer, though I had already been possibly spoiled about said character's appearance.
