The spell Katrina did not only takes care of his body but his clothes! Maybe that's her favorite look on him and he keeps trying to change clothes and they always morph into that outfit.

Oooh! Certainly someone at Oxford acknowledges him, and he may be assuming his room and board is some version of military support, and Abbie has had other things on her mind, and someone (else) mysterious is covering his bills and everyone thinks somebody else has taken care of it!
He did look to be covered in salt or something similar when he first woke up. If Katrina's spell can keep someone in a state of stasis for 230 years, I have no problem with it similarly preserving his clothing.
