The definition of "fairy tale" is quite loose. Although I have to say that I'm confused that Frankenstein ended up in Storybrook, since the Hatter took him back to his world. So, when Regina cursed the fairy tale world, he wouldn't have been there.

They have changed events with the governor enough from the graphic novels that I wonder where they are going.
