It hadn't occurred to me people didn't know she could fly. Doesn't she fly in the cartoons? The first page of google image searches has only three shots of her in flight. Superman gets more.

I'm not sure about always, but Diana's been able to fly at least since the George Perez post-Crisis reboot in the mid 80s. And John Byrne didn't take that ability away despite giving her a new version of the Invisible Jet, so I assume personal flight dates back at least to his comic fan days.
She had super-jumpy powers at her very start, and has been flying since 1966. So, since most of us were consuming her.
