Seems reasonable for me. There was never a reason given for it being so, thus no reason needed for it not being so. Canon is there is no canon. Past is as mutable as the future, and no character is exempt. No character's personal history is exempt. The rules can change, and change retroactively. Easiest show to retcon on ever...

My personal retcon is that it's a cultural, rather than biological rule. So, now that there's no one left of the culture (save the Doctor), no need to follow the rule.

I was going to go with bland, myself. Because I find Mitchell pretty. But the US actors look like ... US actors. Kind of generic.

I'll go with that. Especially since regeneration was used as a punishment before. Time Lords are dicks.
I agree with Debet. In at least one classic series, the Time Lords bargained with the Master, letting him have extra regenerations past his twelve if he does them a favor. (It may have even been "The Deadly Assassin" series mentioned in the article).
Since we're talking about the Doctor....
In the Season 4 two-part episode "Silence in the Library"/"Forest of the Dead", River Song tells the Doctor his name in order to gain his trust. Later he tells here there is only one time he could tell anyone his name.
I don't think any other of the new episodes mention this. Is this mentioned in any of the classic episodes?
