Torchwood has its own set of rewards and frustrations. I would recommend it.
There's a ton of specific monster background (Daleks, Cybermen, Sontarans) to be gotten in the old episodes, so you might want to seek those out specifically. But even then, not all the Dalek episodes are equally relevant.
It's been literally decades since I saw any of those, and I can't remember.
Sarah Jane was before my time, so I'm not as up on her. I've been catching reruns via Netflix very randomly, and little with her.

Frank, I don't think they ever explicitly said that Sarah Jane's feelings for the Doctor were more than platonic friendship back in the day. But it felt absolutely true to the character in "School Reunion" that she'd never married thanks to having met him.
If BBC still has the rights, you'd think it would be a natural for them on BBCA.
BBCA is only tangentially part of the BBC - it's part of BBC Worldwide. (I could go into detail about the relationship between BBC, BBC Worldwide, and Discovery, but then everyone in this thread would fall asleep. Suffice to say, it's complicated.)
Anyway, the short version is that BBCA has to pay for everything that airs on their network, and they don't necessarily get first dibs or a better deal on BBC content than other American broadcasters. (Which is why SciFi had Who first, and why BBCA also airs non-Beeb shows like Footballers Wives.)

I think it's a really well done first season (they haven't aired past that in the States, and I never got around to acquiring it), and for one that's targeted at the youngest demographic still managed to work up a decent sense of peril.
And I always like seeing good parenting on TV. Parents saving the world--cool.
