I know that it's hardly authoritative, but it seems from Criminal Minds that you don't have to be able to carry to be an agent. From sources that aren't actually another TV show (but are the internet) as a tech expert in the employ of the bureau she may not even be an agent. But I'm sure she is, for TV shorthand reasons. No disrespect to tech experts, but I hope she has all the credentials in the world.

all the freaky shit that happens around Olivia, Astrid needs to have certification and training in all the major martial arts and several traditional weapons.
