That does seem to be the way they're working things for Jack. OTOH, Gwen could only admit to Rhys her affair with Owen because she knew he wouldn't remember her confession. So, for Gwen, there can only be one love at a time. At least, from her POV. I'm not sure about anyone else, yet, because we've never really seen Tosh, Owen or Ianto given simultaneous choices. At least with Ianto, there is always the possibility of setting something up with another. Remember, I haven't seen all of season two, yet, so there could be some personal dynamics I'm not caught up on yet (even peeking at the whitefont.)

Except that Rhys would be furious if he ever found out about Jack/Gwen.
I still don't see it. They often allude to it, but I haven't really seen any evidence of it but these random moments that are well played, but don't seem to have any basis (i.e. the moment in the season premiere when Jack realized that Gwen is engaged) Maybe I just need to watch season 1 again.
Rhys knows about Jack/Gwen - or at least so far as I can see that it has gone.

ION, Wizard's 1st rule get greenlight:
Sam Raimi's syndicated original fantasy TV series Wizard's First Rule is set to debut in all of the top 50 markets in the United States, Variety reported.
The ABC/Disney show, based on the Sword of Truth books by Terry Goodkind, has received a green light for 22 episodes and will begin production in May.

I've only seen the eps that have aired on BBC America. So I'm a few eps ahead of you and a few eps behind some.
While Rhys is aware of Jack/Gwen, there hasn't been anything overt. Yeah, sexual tension between self and a co-worker that you're working with constantly, cause for concern. But Rhys's anger in S1 was directed more at "That job is taking over your life and there's no room for me" and not so much at "You and the boss want to get horizontal (or innovative, or bordering on the avant garde)."

I don't think it's just that the boss is hot. When Rhys followed Gwen, he saw her getting quite chummy with Jack. Very comfortable in a way you tend to get only with someone you're intimate with (not necessarily in a sexual way, but with their life.)
I don't think the hot boss entered into it so much. Rhys was more upset at dinner for one and going to be alone (regardless of whether sleep or something else was involved). Even a nice dinner out got interrupted for Gwen's job, and she was gone for hours. With no explanation except, "It's work."
So Rhys knowing the situation could be good for the relationship. He can at least have an idea of "Gotta go to work" means.
Although isn't that a chronic complaint of SOs of law enforcement, the odd hours and sudden calls? He should have had an idea when he went into the relationship.
