If Pam is worried about waiting for Jim's proposal, why doesn't she propose?
Yeah, I kind of hate that, too. But I'm sure she knows he has the ring, and doesn't want to upstage him like that.
It's been a little game they've been playing since he said he would propose and he's been teasing her with the feints and red herrings. This time she thought that he'd orchestrated the moment, as we know he did, so she got that expecting a step and coming down hard on the floor feeling when it didn't happen.
If it becomes a whole thing between them I will be disappointed.

Matt, it's like someone saying they'd like to see you again as opposed to actually asking for an actual date. You ASSUME they're going to ask, but they might not.
Some people need to read my GF/Wedding FAQ again [link] I can say from personal experience that saying you're going to propose only makes things worse.
