Nutty Jane, I thought you were handy. Apparently you're not toesy.
I was leaping across the piles of crap in my new apartment to answer the phone. There was a chair leg in my way.
Although, not to puncture my handy myth, but I did give myself a hell of a "through and through" bruise on the knuckles of my right hand. A swollen spot between the index and middle knuckles on my palm, and between the middle and ring fingers on the back of the hand, thanks to my ability to crash into walls with desks in hand.
So it's more like demolition derby handiness than This Old House handiness.
Sidebar?
no, I don't think. It would refer to the header and, say, some stuff on the side, and maybe a footer collectively. Everything that stays the same regardless of the page you have open. I really feel like I should know this! (But, I haven't really written about a ton of web apps...in my defense.)

I'm afraid the next time I see you there will be hooks on the ends of your arms.

Are you talking about a webpage with frames?
We refer to the sides as the gutter, and then headers and footers at...well, the head and foot.

I ... don't know? It's got a header and stuff on the side that stay the same but the middle part changes depending on what page you are on.
Creepy Mental Hospital!
Ok, those rooms with the scratches on the walls? Freak me right the fuck out.
"Skin" as a term is gross to me but is that right? At all? (and thank you all for helping me do my job. owe you drinks!)

It depends on how the webpage is built, though. Though "frame" isn't a real user-friendly term for most audiences.
Header and sidebar? I'm not sure there's one word to describe both of those.
