no, I don't think. It would refer to the header and, say, some stuff on the side, and maybe a footer collectively. Everything that stays the same regardless of the page you have open. I really feel like I should know this! (But, I haven't really written about a ton of web apps...in my defense.)

We refer to the sides as the gutter, and then headers and footers at...well, the head and foot.

It depends on how the webpage is built, though. Though "frame" isn't a real user-friendly term for most audiences.
