I can see this creating a potentially sticky situation when a family member or co-worker asks why they can't see any of the pictures in that group. (Or requests to join the group and is rejected.) Honestly I'm not sure why having the group be public on Flickr is necessary since anyone who wants to join would need to be a member here and could simply follow the link.

The group can be switched to private, but I'm not sure how people would request being added to the group then.
The answer to that is that you don't control the group and the moderator prefers to only add people that s/he knows. And that you've already posted those pics to your general flickr site anyway (true or not)

Maybe it's just because my family doesn't work like that, but, really? Do they ask to read your diary, too?
I mean, practically speaking I'd probably just go all vague. "Oh, it's just some old friends. You don't know them." But I'd be seriously fucking annoyed if anything more than that were required.

Not that I've gotten around to dealing with my pictures yet, but I typically publish them through my .mac account. Flickr has never really appealed to me.
I guess the really troublemaking answer is to tell them to become Buffistas and then they can join the flickr group.
