I don't watch that much HIMYM, but I get the impression Neal's probably a lot of fun to be around all the time, unless he's talking about Kate. Most of the exasperation would be if you're trying to keep him on the legal side of things. And Peter loves him nonetheless.

His scale of legendary is just different.
