I don't watch that much HIMYM, but I get the impression Neal's probably a lot of fun to be around all the time, unless he's talking about Kate. Most of the exasperation would be if you're trying to keep him on the legal side of things. And Peter loves him nonetheless.

I'm not sure, but it'll probably require more shirtlessness. On both their parts, really, but especially with Peter, as he really didn't do fair share of shirtlessness last season.
