I gotta say, I do find it interesting (if not necessarily fun) that such a vile little toad is one of the "good" guys. The actor's doing a phenomenal job of projecting both slimey and oddly charismatic. The only other actors I can think of offhand who can do that are Steve Buscemi and Willem Dafoe. Oh, and Walken.

Some of the supplemental material on the BBC Torchwood site (which is pretty cool) indicated, IIRC, that Owen was stripped of his license for questionable activities with patients. Or something along those lines.
