Some of the supplemental material on the BBC Torchwood site (which is pretty cool) indicated, IIRC, that Owen was stripped of his license for questionable activities with patients. Or something along those lines.

OH! I had a Torchwood question from last week's episode. I thought they were supposed to be a sort of secret organization, right?

Because they are DUMB. Also, in the Cyberwoman episode, didn't they let in that poor pizza delivery girl into their inner sanctum, casual as they please? Or am I misremembering again?

I think Lisa let her in, because the team had fled by that point, after leaving Lisa to be eaten by the pterodactyl.

I don't know that they're secret, exactly, because the local police seem to know that they exist. What people probably don't know is exactly what Torchwood's mission is.
